Regular Meetings 

The Perry Township Board of Trustees meets in Regular Meeting format on the first and third Tuesday of every month at 7:00 PM.   

The meetings are held at the Township Hall located at

3111 Hilton Street NW

in Massillon. Regular Meetings include reports by Department Heads, the Law Director, and the Township Administrator.  The public is welcome to offer comments during the Public Speaks portion of the agenda on township related matters.

Call to Order/ Pledge of Allegiance:

 

Excused absence:  Joe Schlegel, Fiscal Officer – Karen Moser, Assistant Fiscal Officer here in his absence

 

Additions/Deletions to Agenda:  

 

Law Director Hall stated that in reference to this evening’s Agenda under Public Hearings/Invited Guests: FOP, Dispatch, Patrol and Sergeants Step 2 Grievance Hearing, would suggest to the Board, at the request of the Union, that this be continued to a later date.  Mr. Hall stated that he and Fire Chief Martin would like to have a very brief Executive Session to update the Board on developments in that grievance, with no action to be taken.  Mr. Hall indicated that instead of a grievance, this would be under an Executive Session under the same statute: 121.21(G).

 

Trustee Chessler inquired if there were any time limits that would pass or have been waived.  Mr. Hall stated that they are rescinded by written waiver.

 

Public Hearings/Invited Guests:

 

Adam Reiger Step 2 Grievance Hearing

 

Law Director Hall stated that Mr. Reiger was here this evening represented by Mike Taylor, OAP Firefighter’s Business Agent as well as the union’s local president as well.   Mr. Hall stated that under  the statute, Mr. Reiger can either have this in open session or can request an  Executive Session, this is at their discretion.

 

Trustee Chessler made a motion that the Board adjourn to Executive Session, pursuant to ORC  121.22(G)(1) that will include the Board of Trustees, the interim temporary Fiscal Officer, Law Director, Fire Chief, and the parties appearing relative to the grievance; Seconded by Trustee Laubacher.

Trustee Laubacher made a motion to approve bills and payroll in the amount of $170,781.99 for the week ending August 12, 2014 and bills in the amount of $25,618.42 for the week ending August 19, 2014 for a combined total of $196,400.41; Seconded by Trustee Chessler.

Consider Hiring of Marc Taylor as a Part-Time Firemedic

 

Fire Chief Martin stated that the Fire Department is requesting that the Perry Township Board of Trustees hire Marc Taylor as a part-time firemedic with the Perry Township Fire Department (total work hours not to exceed 1500 hours per year and/or an average of 28 hours per week).  Marc will be required to follow and complete all of the current requirements placed on probationary members.  His probationary period will be determined by department skill competency evaluations.  Marc will be afforded all benefits currently applicable to part-time employees.  Hiring date to be effective Tuesday, August 19, 2014.

 

Chief Martin stated that Marc was a part-time member of the department from June 2004 – July 2011 and had left the department to take a fulltime position with a department in South Carolina.

 

Trustee Chessler inquired in regard to the floating probationary period.  Chief Martin explained the difference in the time periods since these employees have left the department.    Chief Martin also gave a brief explanation as to the process of the completion of the probationary period. 

 

Trustee Haines made a motion that the Perry Township Board of Trustees hire Marc Taylor as a part time firemedic with the Perry Township Fire Department, the total work hours not to exceed 1500 hours per year and/or an average of 28 hours per week.  Marc will be required to follow and complete all of the current requirements placed on probationary members.  His probationary period will be determined by department skill competency evaluations.  Hire date effective, August 19, 2014 and will be afforded all benefits currently applicable to part-time employees; Seconded by Trustee Chessler.

Consider Hiring of Joe DiAntonio as a Part-Time Firemedic

 

Fire Chief Martin stated that the Fire Department is requesting that the PerryTownship Board of Trustees hire Joe DiAntonio as a part-time firemedic with the Perry Township Fire Department (total work hours not to exceed 1500 hours per year and/or an average of 18 hours per week).  Joe will be required to follow and complete all of the current requirements placed on probationary members.  Joe will be afforded all benefits currently applicable to part-time employees.  Hiring date to be effective Tuesday, August 19, 2014.

 

Chief Martin stated that Joe was a part-time and fulltime member of the department from June 2010 to April 2014 and had left to take a fulltime firemedic position with the city of Beachwood.

 

Trustee Chessler made a motion that based on the request of the Fire Chief and the information outlined in the August 15, 2014 memo, that we hire Joe DiAntonio as a part-time firemedic with the Perry Township Fire Department effective Tuesday, August 19, 2014 subject to the part-time hour limitations that the Board has established; Seconded by Trustee Haines.

Consider Authorization to Solicit Quotes for Road Striping and Pavement Markings of Various Roads Throughout the Township

 

Road Superintendent Masalko stated that the Road Department is asking the Board of Trustees to consider soliciting quotes for road striping and various apron markings throughout the Township.  Mr. Masalko stated that this is a budgeted item and since it is under $30,000, it does not have to be advertised. 

 

Trustee Chessler made a motion that the Road Superintendent be authorized to solicit quotes to selected vendors and providers of services for centerline and edge markings of various Township streets.  Those quotations will be sent out and must be received back by September 2, 2014 at 3 pm.  The Board will take further action at that time; Seconded by Trustee Haines.

Parks Department:

 

Consider Accepting Quote for Painting Meredith Park Building

 

Road and Park Superintendent Masalko stated that the Park Department is asking the Board’s permission to paint the building at Meredith Park.  Mr. Masalko stated that he did obtain three (3) estimates and would like to recommend the services of Ernest Dominik Painting, the lowest quote in the amount of $4,400.00, attached before the Board. 

 

Trustee Haines inquired if Step 2 was to replace the spouting on the Meredith Park building.  Mr. Masalko stated that was correct; that the spouting service was waiting on the painting services to be completed.

 

Trustee Laubacher made a motion that the Perry Township Board of Trustees hire Ernest Dominik Painting to paint the garage at Meredith Park at a cost not to exceed $4,400.00; Seconded by Trustee Chessler.

Upcoming Events:

 

~Perry Township Bicentennial meeting, Tuesday, August 26, 2014 at 7:00 pm at the Township Hall

 

~Perry Bicentennial Parade (11 am) and Oktoberfest – Saturday, September 13, 2014 at Hartwick Park from Noon to 8 pm.  Community event ~~ Food, Family, Fun and Entertainment all day long – Admission is free

 

Public Speaks-Open Forum:

 

Bill Burrier, 4160 Roselawn Ave. SW, Massillon, OH 44646 – Mr. Burrier stated that he has two (2) traffic problems.  One being a parking issue on Roselawn Ave.  He believes that one neighbor is using 35-40% of the pavement for parking with trucks and big equipment and in addition, the school buses have to make their way through there.  Mr. Burrier suggested could this be made into one way traffic.

 

Police Chief Pomesky stated that currently this road is not posted with a no parking on either side, so this does enable the homeowner to park along the side of their residence.  There is little to no relief that their police traffic control can provide from an enforcement standpoint. 

 

Mr. Burrier stated that he would also like to address the speed limit near Richville Park being 45 mph.  Mr. Burier stated that with all of the different events scheduled at the park and the parking that takes place all over and near the road, he thinks that it should be 25 mph.   Trustee Haines inquired of Police Chief Pomesky if there could be an accident log obtained from this area and also commented that this would be worth investigating.

 

Tim Blythe, 2956 Bridgeton St. NW, Massillon, OH  44646 – Mr. Blythe stated that he was here in regard to his business at 3736 Southway St. SW.  In speaking with Zoning Inspector Weckbacher, he is interested in putting a small storage shed on this property and understands that he has to go through Regional Planning and obviously get a zoning permit to do that.  It concerns him that he has to do all of these things yet he could go a block down the road and there is a property owned by Mr. Chambers that this Board went so far as to obtain a court order to have this property cleaned up.  Nothing has been done and he wanted to inquire what the status was on this matter.

 

Zoning Inspector Weckbacher stated that the earth mover was previously at Mr. Chambers’ property that is zoned industrial.  Mr. Weckbacher stated that as far as the complaint, the grass is growing up again and needs to be maintained.   Trustee Haines stated that Mr. Chambers needs to follow the same zoning rules that anybody else does. 

 

Mr. Weckbacher stated that this would be under the residential maintenance code.

 

Law Director Hall stated that he suggests that the Board give Mr. Chambers’ notice and if he does not bring these items into compliance, then it would be necessary to go back to court on a show cause action since we do have a court order.  Mr. Hall stated that every Judge wants to know that a matter has been attempted to be resolved before being brought back to the Court.  Mr. Hall stated that he would work with Zoning Inspector Weckbacher to start this process.

 

Trustee Haines inquired of the zoning inspector if one of the trailers on Mr. Chambers’ residential property was moved.  Mr. Weckbacher stated that was correct.

 

Mr. Blythe stated that there is no roof on one of Mr. Chambers’ buildings and there is junk everywhere.

 

Mr. Hall stated that the problem lies in enforcement.  If Mr. Chambers either cannot or will not repair these items, the Board does not have the financial overhaul to repair or raze the buildings, but we will move forward to the next step.

 

Mr. Weckbacher stated that he has had other issues with Mr. Chambers in regard to having trash on his properties cleaned up but acknowledged that these other properties need addressed as well.

Trustee Chessler made a motion that the Board adjourn into an Executive Session pursuant to ORC 121.22 (G) (1) concerning a grievance to include the Board, Law Director and Police Chief with no action to be taken; Seconded by Trustee Haines.
